The Judicial Yuan Singed Memos with Various Supreme Courts


Pursuing an Independent and Fair Justice System and Strengthening the Cooperation and Relationship

Accompanied by the Ambassador to Taiwan, Victor Manuel Sanchez Pena, and the Vice Minister of the Ministry of Foreign Affairs, Mr. Javier Ching-Shan Hou, the President of the Supreme Court of the Dominican Republic, Jorge Antonio Subero Isa, and his wife visited President of the Judicial Yuan, Mr. In-Jaw Lai; the parties represented the two countries to sign the Co-operation Memorandum on judicial affairs. Vice President Hsieh, Justices, Heads of the Court of Third Instance, Secretary Hsieh, and heads of authorities participated in the solemn and formal ceremony.

In his speech, President Jorge Antonio Subero Isa mentioned that Dominican Republic is Republic of China’s best ally in the Americas; he is honored to visit Taiwan. He believed that the bilateral cooperation and friendship between Taiwan and the Dominican Republic will survive any difficulties or challenges. He is proud and privileged to sign the Co-operation Memorandum and believed that the memo will further foster judicial cooperation and relationship between the two countries.

President In-Jaw Lai pointed out that even though the two countries are far away and have different languages, cultures, and customs, we both pursue a more independent, just, and reliable judicial system. This is the mutual goal and basis of the Co-operation Memorandum. President Lai explained that trial independence has been an existing fact in Taiwan; and our recent judicial reform has improved the quality and efficiency of trails, non-litigious matters, and compulsory enforcements. Besides, the 1,700 judges in Taiwan managed to properly handle the 3.25 million cases received in various courts last year. The Judicial Yuan also applied the computer information system to make all decisions available on line, for the reference of the public, judges, lawyers, and scholars.

President Lai expressed his warmest welcome to President Jorge Antonio Subero Isa on behalf of the Judicial Yuan. He hopes that through visiting the land and people of Taiwan, President Jorge Antonio Subero Isa will further understand our nation and notice our efforts in protecting human rights.
